Another source of valuable information on developing EOPC proposals is the Institute for Higher Education Policy's report on early intervention programs. This report, entitled "Investing Early," examines state-sponsored early intervention programs in the United States in order to highlight some common policy mechanisms in these programs and discuss some of the more established practices that have become apparent over the history of these programs. The report focuses on programs in a dozen states that are "leaders" in early intervention efforts — those that have the most experience in this area, with early intervention programs that have been up and running since 1995–96 and earlier. Although this report focuses on middle and high-school students, the types of initiatives included in these programs, such as counseling, academic and personal enrichment, social integration, and mentoring have obvious connections to successful college-based programs.
